All full papers must contain original (unpublished) research results and be substantially different from previously published papers. Each author can be a co-author of up to 3 papers submitted to the Conference.

- The number of references to any single author (regardless of whether they are a co-author of this paper) must not exceed 50% of the total number of sources in the reference list, and in any case shall not exceed 3 references. This restriction is intended to prevent coordinated self-citation and citation rings among research groups. Any additional references beyond this limit may be moved to explanatory notes or footnotes (without inclusion in the formal reference list).
- Virtual poster session as a form of participation is not allowed
- No-Show Policy: authors are expected to be present at the meeting to deliver the paper. Full papers of no-show authors will be excluded from the IEEE Conference Proceedings
- Use the IEEE full paper template
- The full paper must be written in English using accepted terminology and unit symbols
- Length and format — according to the template requirements
All full papers must go through the peer review process. Each paper is reviewed by at least two independent reviewers who are knowledgeable on the subject matter of the Conference. Reviewers cannot be co-authors, collaborators, from the same institution, or former students/advisors.
The review process evaluates: scope appropriateness, novelty, validity, data quality, clarity, compliance with ethical requirements, and significance of the contribution to the field.
All full papers are checked for originality using IEEE plagiarism detection tools in accordance with the PSPB Operations Manual.
- Papers containing uncredited verbatim copying of individual elements (paragraphs, sentences, illustrations, etc.) resulting in a significant portion (up to 20%) within a paper cannot be accepted for the peer review process
- It is strongly suggested to report plagiarism incidents to the IEEE IPR Office
- Submit original, previously unpublished full paper
- No plagiarism, fabrication, or falsification of data
- Limit references to any person: no more than 3 references and no more than 50% of the reference list
- Describe methods with enough detail for reproducibility
- Disclose research funding sources and conflicts of interest
- Be present at the conference to deliver the paper
