From Siberia's Scientific Tradition to Engineering for Tomorrow

SIBIRCON is hosted by the Siberian State University of Telecommunications and Informatics (SibSUTIS) in Novosibirsk — founded in 1953 as the Novosibirsk Electrotechnical Institute of Communications (NEIS) to supply the fast-growing communications industry of Siberia and the Russian Far East with engineers, and now, 73 years later, one of Russia's leading centers for telecommunications and information technology education and research. It was also from SibSUTIS that, in 2002, the petition to form the IEEE Russia (Siberia) Section was organized — the very Section under which SIBIRCON operates today.

In the spirit of that mission — training engineers to meet the practical needs of a vast and fast-developing region — SIBIRCON brings together researchers, engineers and practitioners working on cyber-physical systems, power and energy engineering, communications, data analysis, optimization and knowledge engineering.

We invite contributions spanning the full path from theory to deployment: from formal methods and industrial control software to smart energy systems, next-generation communications, data-driven decision making, and the mathematical foundations that connect them.

All accepted and presented papers are submitted for inclusion in IEEE Xplore Digital Library — one of the world's largest collections of technical literature in engineering and technology, ensuring global visibility and long-term preservation of your research.

IEEE has active partnerships with the following abstracting and indexing (A&I) providers: Scopus (Elsevier), Web of Science (Clarivate Analytics), IET (The Institution of Engineering and Technology), Crossref, and others. IEEE sends regular updates to all its A&I partners when new articles are published in IEEE Xplore®

IEEE IAS Journal Opportunity
Following the conference, selected high-quality papers (approximately 20% of the papers presented) whose subject matter falls within the scope of the IEEE Industry Applications Society (IAS) will be recommended by the Organizing Committee for further consideration by IAS. Authors of papers selected by IAS will be invited to submit a substantially extended version, free of additional submission fees, to one of the following IEEE IAS periodicals:

IEEE Transactions on Industry Applications (Q1 in Scopus, Q1 in Web of Science)
IEEE Industry Applications Magazine (Q3 in Scopus, Q4 in Web of Science)

Submitted manuscripts will undergo a new peer-review process in accordance with the editorial policies of the respective journal. Final acceptance is subject to the decision of the journal editors.

IEEE IAS Scope and Topics of Interest
The IEEE Industry Applications Society (IAS) advances the theory and practice of applying electrical and electronic engineering to industrial and commercial systems.

Reflecting the rapid evolution of industrial systems, this conference particularly welcomes contributions on software-defined industrial systems, industrial artificial intelligence (AI), hardware/software co-design, cyber-physical systems (CPS), the Industrial Internet of Things (IIoT), Edge AI, digital twins, modeling and simulation of industrial and power systems, intelligent monitoring and predictive maintenance, industrial automation and control, smart manufacturing, electric machines and drives, power electronics, industrial energy systems, and related technologies within the IEEE IAS scope.

A Note on Our History — 2003
On 13 February 2003, the IEEE Executive Director's office approved the formation of the IEEE Russia (Siberia) Section, following a petition organized by Boris Kapilevich, SM IEEE, based at SibSUTIS (86 Kirova St., Novosibirsk). The founding petition, signed by more than 50 IEEE members across Novosibirsk, Tomsk and Irkutsk, brought together the region's LEOS, PE, ED/MTT/COM/CPMT/SSC and AP/ED/MTT/COM/EMC chapters into a single Section — the same Section that organizes SIBIRCON today.
